Beautiful versus essential!

THE government is going to set-up a sculpture in front of the General Post Office (GPO). It is a piece of good news because after completing it, the GPO and its adjacent areas as well as Dhaka city will be more beautiful.
But there is a lack of toilet facilities in the capital city. So everywhere
in Dhaka the footpaths are extremely filthy. Toilet facilities in Dhaka city are essential so that people are not found using the footpaths to answer nature's call.
The essential constructions should be done first, then the others.
