Caution expected when making comments

AFTER BDR carnage on February 25, three investigation committees were formed to find out the reasons behind the carnage. The two investigation reports on BDR mutiny were disclosed after three months in the national dailies of the country. So far as I know, these are the first investigation reports that were divulged in newspapers.
Those reports were on the bomb attack at Ramna Batamul in 2001; grenade attack on the then leader of the opposition and Awami league president Sheikh Hasina on the premises of its central office in Dhaka city on August 21 in 2003 and grenade attack on the then British High Commissioner Anawar Chowdhury in 2004 at Sylhet were the crucial events, but the last government failed to publish the investigation reports in the newspapers for their lack of transparency in investigation.
By publishing the report in the newspapers, the present government has set a ball rolling for the change. I thank the government for such kind of initiative. But what struck my mind is that the investigation report on BDR carnage was based on paperwork. The probe body did not try to find out the real culprits who prompted the BDR 'jawans' to kill their officials who came from the Bangladesh army on deputation.
Before publishing the report on May 26, there were many comments on BDR mutiny that were highlighted in different newspapers. The comment made by Commerce Minister Lt. Colonel Faruk Khan, the chief coordinator of investigation committees, so far as I remember, was that there was a close link of Islami militants with the persons behind the BDR mutiny. But it is interesting to note that the investigative reports had nothing to establish any link of the BDR mutiny to militancy.
My question is why did the minister comment on BDR mutiny before the report was published? Was there any personal or political intention to get the investigation process derailed?
We, the general people have to depend on newspapers for what is going on in and out of the country. If is sad if the comments from a responsible person prove wrong later. I think this is unfortunate for the country. Is there any way to get rid of this culture in the future?
