Complaints need to be heard

ON TV and in newspapers we got the news that the "CA(chief adviser) would be accessible by e-mail" and the CA's press secretary said CA will establish contact with complainants and give replies.
If this was the intention why letters written four months back by the undersigned to the CA and the advisor concerned on matters of employment visas, power projects etc. did not get a response.
None of the government departments like WASA, Bakhrabad GAS, Chittagong City Corporation, CDA etc., ever cares to give reply to citizen's woes! Can't we make it mandatory for all government departments to have the courtesy of giving reply to queries from at least those taxpayers whose contribution to the national exchequer in the steel sector is the largest? Those taxpayers were CIPs for four years in the past.
It is of utmost necessity to appoint an Ombudsman so that all complaints against utilities can be addressed. Interestingly, The WASA is sending water bills every month but no water. No permission to draw water from WASA line is given. Letters written to the Chairman of WASA is also not replied. Where are we heading to? God knows. Please be serious. Hope the CA deputes someone dedicated and sincere to give him the summary of citizen's views/suggestions and complaints received by e-mail. He cannot find time.
