Does it apply to the land boundary agreement?

Many Indians have raised their voice of concern stating that the hurriedly framed Hyde Act in the US would actually govern the American decisions on nuclear supports to their country under the Indo-US nuclear deal, which, incidentally, will enter into history as a major US deviation from its professed anti-proliferation stand. The act envisages that the US nuclear fuel supply to India under the deal would be subject to certification of its good conduct by the American administration and clearance by the US Congress.
To reassure their anxious MPs, the Indian government has reportedly circulated in their parliament a legal paper which spells out that a bilateral treaty would supercede a local law. Why then has the ratification of the Indo-Bangladesh Land Boundary Agreement been held up by New Delhi until today citing a legal bar, arising from a lawsuit in the Kolkata High Court? How could the luxury tax on bathing soap from Bangladesh be imposed in West Bengal ignoring the treaty commitment under the SAPTA? The rules of international relations should be symmetrically pursued by both the strong and the weak to create an ideal environment for mutual trust among nations and for undisturbed global peace.
