Insecurity in the administration

The ruling AL party has made OSD a total number of 473 including 10 Secretaries. Earlier, most of the brilliant students have built up their career in the administration and it was their dreamt that one day they will be the secretary though a few of them have met their desire and all cannot be the Secretary and even the Joint Secretary. Around half a thousand brilliant officers have no work and a huge amount of money has been spent from the government exchequer.
Now, it is a normal phenomenon that the vehicles of DC's, ADC's and UNO's are vandalized by the AL hoodlums and assaulted in the daylight as well a few are in trouble with their jobs. Cabinet members are in favour of the AL hoodlums but not the government officials.
They are not getting promotions for a long time though they are supposed to get promotions within three to four years in every stage.
We, the general people, are really shocked by the OSD phenomenon and frequent change in the positions of officials.
