Is BTRC more powerful than the national parliament?

After the Bangladesh Telecom Regulatory Commission (BTRC) confiscated some VoIP equipment, terming these illegal, and cancelled licenses of some Telecom operators, it was heartening to note that the chairman of the parliamentary standing committee for post and telecommunications ministry came out boldly, stating that the government would adopt an open door policy in the telecom sector, and some 3000 operators will be given license to operate VoIP (Voice over Internet Protocol). This was a relief to people who understand and operate telecom business, hoping that they would not receive any more maltreatment by BTRC.
But alas! Newspapers reported on 4th June that the BTRC has directed all the VSAT owners to submit their equipment to the BTRC within 7 days of the receipt of the directives issued by it. I fail to understand in what kind of a country we are living? How much power and authority has the BTRC chairman been given? Is BTRC more powerful than the national parliament?
