Refund warrant

I applied for Mobil MJL Bangladesh IPO in January 2011 through Brac Bank, Eskaton Branch but it took nearly eleven months to get the refund warrant in these days of digital Bangladesh. The listing of MJL took abnormally long time resulting in uncertainty of allotment. I contacted Brac Bank so that I may get the address of MJL Bangladesh but the bank official who colleted the IPO application flatly refused to give me the address.
However, I could get the address of MJL from an advertisement in a vernacular daily. I wrote to MJL thrice but received no reply. I wrote to DSE and they were prompt to reply along with a photocopy of the refund warrant. In the meantime, I got the phone number of MJL's office at Baridhara and contacted but the official maintained that one has to collect the warrant from its Baridhara office. I failed to get public transport like CNG and none wanted to go during office hours.
My residence in on the New Eskaton Road and courier service is the best way but MJL refused. I have given the bank's name along with A/c number in the application form. In view of the above, how far has Digital Bangladesh gone since it is being touted by government high-ups!
