Road side shops, why?

Did the owners take permission for opening shops on the road sides?
There is no clear idea about how the trend of opening of shops in lanes, by-lanes became popular. How had this practice become free for all? Now many houses and apartment houses facilitated the opening of shops by the road side. Restaurants, grocery shops, laundries as well as, medicine and tailoring shops are common in lanes and by-lanes. The main avenues are no exception. Almost on all the main roads, one finds automobiles or car accessory shops and super stores.
Now the question is; whether the rules permit shops on the road sides. Does any other country allow shops on the main streets? The answer is, "No".
When shops are allowed on the roadsides, it is certain that buyers would rush there to create traffic problems. Hundreds of shops on the road-sides mean a collapse of the traffic system, as in Dhaka.
Hundreds of factors are aggravating Dhaka's traffic congestion. Free-style opening of shops along the main roads is one of the major factors aggravating the traffic situation. Does the Dhaka City Corporation have any answer?
