Shortage of English and maths teachers

A massive shortage of English and maths teachers is hampering education in rural secondary schools and Madrasas. In most of the rural schools, the two subjects are taught by teachers,who never studied maths and English at the degree level. How can a teacher teach a subject he or she does not know? In the UK, the government gives extra incentives to the students, who study maths or science at the degree level to ensure that there is no shortage of science and maths teachers at the secondary schools.
Our government should give stipends to the students, who will study English or maths at degree level with the same objective.
