Slow implementation

Bangladesh's reputation for slow implementation of development work gives us little cause for comfort.
Recently, Japan International Cooperation Centre (JICA) expressed its concern about it and indicated that it could reduce its assistance unless Bangladesh speeds up the pace of implementation.
The authorities should take steps to rectify.
