Underused Dilkusha parking lot

The proper use of a huge underground car parking, built at Dilkusha commercial area some years ago, can free the Motijheel commercial area roads to traffic.
More cars are parked on the roads than in the parking lot which completely chokes traffic. Only a few cars are parked in the parking lot. The use of the Dilkusha parking lot should be made compulsory. Hefty penalties for parking on the road would create a stimulus for using the underutilised Dilkusha parking lot. Fines and confiscation were bound to work when persuation does not.
Improvement of traffic movement at Motijheel, the busiest area in the city, is a long felt need. The underground parking lot at Dilkusha is big enough to accommodate nearly all, if not all, the cars, the visitors take to the busy area each day.
Non-use is defeating the very purpose of building the massive parking lot spending a lot of money.
Even the costs of construction could not be recovered. Another multi-storied parking lot is under construction nearly. One could ask why build a second parking lot, when the first one remains unused?
