DGHS reports in HC

Only two district hospitals in the country have ICUs

Only two district hospitals of the country have intensive care units (ICUs) and only five district hospitals -- including the mentioned two -- have coronary care units (CCUs), said a report of the Directorate General of Health Services (DGHS).

The five district hospitals, which contain 14 ICU beds and 59 CCU beds, are in Cox's Bazar, Nilphamari, Kusthia, Pabna and Bhola.

The DGHS is processing to set up ICU and CCU of 30 beds in the district hospitals of 12 more districts-Kishoreganj, Sirajganj, Manikganj, Noakhali, Patuakhali, Jamalpur, Rangamati, Netrakona, Naogaon, Magura, Chandpur and Habiganj, the report mentions.

The report, signed by director (hospitals and clinics) of DGHS Dr Md Aminul Hasan, also said that they had already assessed on whether the rest 47 district hospitals have enough space and human resources to set up ICU and CCU of 30 beds and they took initiatives to create enough space and to appoint sufficient human resources on the basis of received information.

The HC bench of Justice JBM Hassan and Justice Md Khairul Alam expressed dissatisfaction over the DGHS report and ordered the government body to submit another report in this regard on October 23.

Advocate Bashir Ahmed took part in the hearing on behalf of the writ petition while Deputy Attorney General Nur-us Sadik stood for the state.

Md Shah Alam, treasurer of Human Rights Lawyers and Securing Environment Society of Bangladesh, filed a writ petition with the HC in July last year on behalf of his organisation.

Subsequently on March 7, 2019, the same High Court bench asked the government to make a report on the number of intensive care units and coronary care units at all the private and public hospitals in Bangladesh.

It also asked the government to include in the report the cost for installing and staffing such special units with specialists.

The court asked the health ministry to submit the report before it by April 24, also asking it to finalise the rules for running private clinics, hospitals and diagnostic centres by this time.

Director (Hospitals and Clinics) of DGHS Dr Md Aminul Hasan submitted a report in the HC on May 21 in this regard.

Then the HC wanted the latest statistics on ICUs and CCUs by June 26. Complying with the court's order the director of the DGHS sent the report on July 29, 2019 which was placed in the court yesterday (Wednesday).
