On Wednesday, following a meeting with Chief Advisor Muhammad Yunus, he said if anyone intended to implement the Charter before a public referendum, the Election Commission would also have to be "reconstituted according to the law of the July Charter or the consensus therein".
"Otherwise, the intent of those advocating it falls into question."
The four-member NCP delegation, led by Nahid Islam, met Yunus at the State Guest House Jamuna after 5pm. Members included Sarjis Alam, Samantha Sharmin, and Khalid Saifullah.
Highlighting concerns over the EC's neutrality, Nahid said: "From our registration process to the registration of another party named Jatiya League, the handling of the Shapla symbol, and the position in the Ishraque Hossain case, multiple actions by the EC have raised questions.
"We've raised the matter with the chief advisor."
He added, "We are concerned that the EC is not acting impartially or transparently as a constitutional institution. Bias towards certain parties and inconsistent conduct are evident.
"For a fair election, a neutral EC is essential. If elections are flawed, the government will bear responsibility. We have conveyed this to the government and believe the commission must be reconstituted immediately."
